If you are using the VSS method for the backup, and you add the desired excluded files in the registry to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToSnapshot
Do the trouble files not get excluded?
