Hi Jack208. Yes, Ihave bitlocker in my Win 8.1 laptop, do backups while running Windows and they are stored in a External Hard Disk where I encrypt them. With the Windows PE boot disk, I have also used the command prompt with the "manage-bde -unlock I: -RecoveryPassword 123456-123456-123456-123456-123456-123456-123456-123456" command to unlock the drive, and then backup.
The only watchout is that when you recover your Hard Disk, it is unencrypted so you need to encrypt again using Bitlocker.
