Aomei USB WinPE Builder works well on PCs that do not have an internal NVMe. In rare cases, a PC will have a normal HDD or SSD 2.5", but will have a rare GPU or peripheral that needs a driver that is not supported by Aomei USB WinPE Builder. It can sometimes work on Windows 11, yes.
Usually, for Windows 11, you can use BU USB tool, or PA USB tool, they support modern PCs, and may add custom drivers.
Rufus is a good tool, but I am not aware of it adding anything that Aomei USB creation tool can't do.

If you are in Aomei WinPE Builder, please don't use File Explorer to move files, it works poorly. Please instead use Q-Dir, that works fine. Aomei WinPE Builder has not been updated since about 2020, and they have said they are not going to.
There is also Hirens, that works with almost any PC. You may add custom drivers to recover or modify a Windows 11 modern PC. It has 160 utilities, including the 2018 versions of Partition Assistant, Backupper free, use the old versions with caution of course.
