PA UEFI Boot Order change does not work

PA UEFI Boot Order list starts with USB stick on top, then I move Windows Boot Loader to top. Restart, but it has no effect, the USB stick still boots automatically. It does not change the boot order.
Changing UEFI Boot Order to move Linux to the top, and Windows Boot Order down was successful, it does boot the Linux automatically. I can then go back into Windows PA and change UEFI Boot Order Windows Boot Loader move to the top, and it will boot Windows automatically again.
So changing the OS on the hard disk works, but changing the USB stick Boot Order does not work.
