For PA WinToGo, the instructions say "USB drive", please try again using a USB stick, or by inserting your SD card into an SD to USB adapter.
Windows To Go is a great service that I have been using for years, it boots an entire windows OS from an external drive, and should only be used with the fastest possible drives, such as NVMe, or Sandisk Extreme Pro. Using WinToGo with slower drives, such as most SD cards will result in longer wait times, and slower performance. Also check out Hasleo WinToGo.
