Restore only boots to a WinPE CMD prompt, help!

I cannot figure out how to restore a backup. If I try to restore from the app, it says it needs to restart the computer, and then boots to a WinPE command prompt. If I try to create a bootable recovery USB stick and choose WinPE, the same thing happens. Choosing Linux doesn't work either as that bootable stick just boots loops into my BIOS instead....

    1) Which motherboard mode Legacy-BIOS, UEFI-CSM, UEFI-nonCSM?
    2) What is the PC brand, year, model #?
    3) HDD, SSD 2.5", SSD M.2 SATA, SSD M.2 NVMe?
    4) Hard Drive partition table MBR or GPT?
    5) Aomei product tier Standard, Pro, Other?
    6) Version of Windows, 7, 10, 11, Home, Pro, Enterprise?
    Do not use Aomei Linux version, that has very limited features, and is from 2014 approx.
    Aomei WinPE Builder 2.0 USB, includes: Partition Assistant, Backupper, Recuva, OSF Mount, CPU-Z, Bootice. Does not support any additional drivers, such as some internal NVMe disks.
