Why do some disk utilities refresh differently?

In Windows, if a change happens to a disk, it will appear instantly in Disk Management, but Partition Assistant (PA) requires a manual refresh.
In Linux, if a change happens to a disk, it will appear instantly in Gnome Disks, but GParted requires a manual refresh.
Why is this?
