No System Recovery possible after upgrading from Win8.1 to Win10

After upgrade form Win8.1 to Win10 I can not perform a System Recovery from Any image.

I get the message:

"Information Code:4141

Failed to add boot configuration, cannot enter Restart Mode, Please make a bootable disk......... "

The bootable disk however does not work to get back to Win 8.1.

Is there a solution to restore my Win8.1 image ?
