do I need two backups

Do I need to do a system backup within Windows PE so I can do a complete system restore.

Then do another backup in Windows 10 to do a file and folder restore.

Windows PE backups cannot be restored in Windows 10

Windows 10 backups cannot be restored in Windows PE

After using Norton Ghost for years, this seems cubersome
