Winload.exe corrupt or missing

I created a USB WinPE recovery thumb drive, but when I boot from that thumb drive ( a 2 G Kingston) I get an error that the Winload.exe (in C:\Windows\System32) is either corrupt or missing! And then the boot does not proceed.
I run Win 7 Ultimate 64 Bit. And the latest Backupper program.
I checked the system32 folder and the Winload.exe is there and seems quite ok to me.
Any ideas?

I have a similar issue. My bootable thumbdrive was made on a windows 8.1, 64 bit, legacy boot system. I am trying to use it to boot a Windows XP laptop. I get the same Winload.exe error as calle2014.
Does the bootable CD or thumbdrive only work with the computer it was made on? Or perhaps, does the bootable CD or thumbdrive only work on computers with the same Windows operating system as the one it was made on? I thought the legacy WinPE boot discs would work with any non-UEFI Windows computer.
