Managing multiple devices with one iTunes library

I want to sync music on all of my iOS devices with iTunes on my computer. I have an iPhone 11, an iPad Air 4, and an iPhone 7. Is it necessary to create a new account for every device? I would like to keep different playlists on the devices so I don’t have to sync every device with the same playlist every time.

4. Press Shift Key and then open iTunes. You would see the prompt to Choose iTunes Library.
