The physical drive that you buy can be partitioned by Windows (and other programs) into sections that have letter designations.

On a Dell PC running Windows 10 (32 bit) I created a PE boot image in which I included the network card drivers for the Dell (required to access a backup image on a network drive) and USB 3 drivers for a second PC that runs Windows HE (64 bit).
Run PA.
Select the drive in the top pane, highlight/right click and select 'Create Partition'.
A popup asks you to size the partition(s) using the slider.
If you only want one partition, move the slider accordingly.
Click 'OK'…Why does it have to be partitioned - an empty drive ( I assume it has been assigned a drive letter) is a single partition.
