WinPE not booting

Windows 8.1

I have created the recovery disk and attempted to reboot. I have UEFI booting and I have tried also Legacy Boot but it does not work. I do have secure booting turned off and also fastboot is off.

I have tried two cds. I created a recovery CD for Macrium Reflect, my old backup and it works as EFI.

What is wrong please?

[EDIT] New HP Pavilion windows 8 computer with built in CD/DVD sata.

    We are so sorry for any of the inconvenience. Could you please download AOMEI Backupper iso file at here then burn it to your CD with 3rd Party burning software like DAEMON Tools Lite to have a try.
