Resize partition of a 64GB micro SD card

I'm having trouble using Partition Assistant to resize my Samsung EVO 64GB micro SD card. The app shows it can go up to only 27.62GB. How can I extend this to the max size of this flash card?

    @TLE70, Could you take screenshots of Partition Assistant and  Windows Disk Management so that we check the size of the micro SD card?
