How to initialize new drive when it cannot be accessed?

I have a new sata hd with Win7 installed on it. When I tried to initialize it yesterday, I got a message said that access denied. Then , what can I do?

    Thank you ganon,

    There's no other data on my hd except Win7; but I can reinstall it. Therefore, I used partition assistant to format it and it works.
