Linux bootable or Windows PE

I have been unsuccessful in creating a Windows PE bootable DVD.  Can I create Linux bootable to boot my Windows 10 system to restore backup image?

    I thought Linux CD doesn't boot on UEFI system. Has that been resolved?
    If not, I don't know what happens when you put the PC in compatibility mode (CSM). That may work for the restore, but you have to put it back to UEFI in order to boot from the restored HDD.
