erase-wipe entire hdd

hello  i  wnat  to  erase-wipe(i  dont  know  if  it  is  the  same)  everytning  in  main  drive  (C  drive)  including  operating  system,can  i  do  that  with  partition  assistant?

    thanks  also  i  want  to  delete-erase(i  hope  to  say  right)  OEM  recovery  partition  to  release  storage.can  i  do  it  with  partition  assistant?

    directly  while  i'm using  my  pc or  with  a  boot  process?
